can't replace weather location

I want to replace the name of my weather location from 'Stadtkreis Mannheim' to 'Mannheim'.
The code for it is:
({wl} == 'Stadt Mannheim') and 'Mannheim'
The error says:
1: ')' expected near 'Mannheim'
