Only stores two downloaded watches on iPhone 8

I have iPhone 8+ everything has latest updates. Watch was factory reset. But it will download watches but only stores the first two I downloaded on the watch. New downloads are the active watch but they are not in the list to choose again, only the first two downloads. If I choose one of them the active watch disappears and has to be downloaded again.
