Weather Icon Mismatch

There is no dedicated weather icon for windy. The "02d" icon grid code has two meanings, windy and cloudy. The assigned icon is cloudy which is incorrect on clear and windy days. Same for "09d", it shows the rain icon on a clear and breezy day.

Allow users to upload their own icons or make the 3x3 grid have more discrete wx conditions. Using 4 of the 9 for rain at the expense of other conditions might not be necessary.
