Tap action to open "Watch: Heart Rate" does nothing on Galaxy Watch.

I added a tap action to open the "Watch: Heart Rate" monitor on my Galaxy Watch, but it does nothing when I tap on it. If I link the tap action to Galaxy Health, it works but it's not what I want.
How can I fix this?
