24 hour times are incorrect

Setting the time for a 24-hour clock does not work. {dh24} is supposed to show the hour of the day in a 24-hour day (1-24). When selecting any 24-hour option I am getting 12 hours less. 3pm is showing as 03 instead of 15. However, if I select a Time Zone time such a {tz2t}, it *only* shows in 24-hour format.
